China has displayed a new mobile transporter-launcher for its DF-31 intercontinental missiles. This appears to be a copy of the Russian 12x12 vehicle used to move SS-20 Sabers. The Chinese made a point of displaying the launchers; analysts are convinced this was a message to the US that China will develop forces that maintain a plausible deterrent.--Stephen V Cole
