The Pentagon is opposing a plan by Defense Secretary Rumsfeld to have the major four-star theater commanders serve only two years instead of the current four. The Pentagon says that these jobs are complex and it would take a commander four years to implement the kind of changes that are constantly needed. Rumsfeld wants to control all such changes out of his office and simply have the regional commanders implement them.--Stephen V Cole
