Congress complains that the US has little to show for the $20 billion in aid given to Russia to help it disarm. A new Congressional study notes that the Russian military has serious problems of readiness, but that its missile forces remain top-notch, it has maintained most of its satellite capability, and its germ warfare research program is still going at full speed.--Stephen V Cole
