The US wanted to use the Israeli Harpy Unmanned Aerial Vehicle as a recon platform during the Kosovo War, but was blocked for several reasons. One of these reasons is that the Harpy could constitute a violation of the Intermediate-range Nuclear Forces agreement, which blocks ground-launched cruise missiles that have ranges between 500km and 5,500km. Since Harpy can be fitted to carry a 32kg warhead that can be used to attack air defense units, and has a range of 600km, it could be considered a ground launched cruise missile of the prohibited type.--Stephen V Cole
