Malaysia, its economy back to a functional level, has decided to resume buying weapons. It will, however, formulate a comprehensive offset policy, requiring vendors to buy Malaysian products and teach Malaysia companies how to make high-tech items used in weapons sold to other countries.--Stephen V Cole
