: Portugal signed an agreement on 15 Dec to join the European Space Agency as its 15th member. The agreement takes effect on 1 July 2000. The other 14 members include: Austria, Belgium, Britain, Denmark, France, Finland, Germany, Ireland, Italy, the Netherlands, Norway, Spain, Sweden and Switzerland.--Stephen V Cole
