India is negotiating to lease a Russian nuclear-powered attack submarine. They want to use it to develop technology for a locally-built nuclear-powered sub, and they want to maintain a number of sailors and officers with experience in such vessels. About 300 Indian personnel gained such experience with a leased Russian nuclear submarine in 1988-1991, but many of these have left the service or moved into other jobs within it.--Stephen V Cole
