While many of the 2.3 million Afghan refugees in Iran want to return home, a constant problem is keeping the roads across the border safe. The border is used for smuggling drugs and other goods. Various tribes and warlords try and control this traffic and are willing to take on all interlopers with their extensive armory of weapons. The government has managed to keep many routes open by backing warlords and tribes that are enemies of the drug dealing and smuggling groups.
