 Pushtun tribes in the Western Herat region are threatening rebellion if the Tajik governor (and warlord) Ismail Khan is not removed and replaced with a Pushtun. Skirmishes in the past week have left seven Tajiks and five Pushtuns. Tajiks have been accused of looting. There is a lot of tension over who will control smuggling into Pakistan and Iran. For the moment, there is a cease fire arranged by the central government. 

The interim government says it has taken control of the customs collections on the Iranian and Pakistani border.
