 A wooden cart exploded in the capital, killing several Afghans. It's not known if it was a bomb or just someone who had collected an old artillery shell for recycling (a common practice.)

NGOs are demanding that the number of foreign peacekeepers be expanded. The violence caused by bandits and feuding warlords are making it difficult for the NGOs to carry out their aid missions. But foreign nations are leery of answering this call. In the past, when troops were supplied due to NGO complaints, the results were disastrous (as in Somalia).
