Afghans are complaining that a lot of the promised foreign aid is either held up by red tape, or spent on overhead (foreign consultants and staff salary, Western style accommodations for non-Afghan staff). Moreover, Afghans want more long range projects, not humanitarian relief for refugees. But the foreign aid donors still demand that Afghans do something to control corruption and rein in the warlords.
