The central government is appointing new police and security officials throughout the country, one or two at a time. Most of the officials being replaced were the favorites of local warlords, and are being removed for corruption and ineffectiveness. The warlords are not happy with this, but the central government has enough muscle to get away with it if they do it a few officials at a time.
