The northern city of Mazar-I-Sharif is becoming the center of government control outside Kabul. Nearly a thousand national police and army troops are there, as well as over a hundred NATO peacekeepers (including 70 Gurkhas.) Northern Afghanistan is particularly troublesome because there are so many different ethnic and religious groups there, and tensions have always existed.
