Some of the tribes active in poppy growing have resisted (with gunfire) army efforts to destroy their drug crops. The troops usually pull back when this happens, and negotiators are called in. Ultimately, the army has greater firepower, and the role of the negotiators is to remind the tribal leaders of that, and to avoid bloodshed that could lead to long-term hostilities.
