The ICTY says that four Yugoslav Army (JNA) commanders have been indicted for war crimes during the 1991 siege of Dubrovnik. The four are: Pavle Strugar, Miodrag Jokic, Milan Zec and Vladimir Kovacevic. The war crimes are alleged to have occurred between October and December 1991 in and around Dubrovnik. The charges include the murder of 43 civilians. An interesting charge is willful damage to historic monuments (Dubrovnikes Old Town is a UNESCO World Cultural Heritage Site).
