A US spokesman said that UNMIK should begin transferring some powers to Kosovos elected officials by the end of 2003. However, it looks as if the US believes UNMIKs police should still be active in combating organized crime. Thats good. Organized crime is one of the chief threats to Kosovos stability. In fact, its now the main threat to political stability throughout the former Yugoslavia and Albania
