The March riots in Kosovo that left 19 dead, and hundreds of Serb homes and churches burned down, were largely the result of the 17,000 peacekeepers in Kosovo being unable to coordinate their response. Some 50,000 Albanians are estimated to have participated in 33 different attacks. In most cases, a mob formed, overwhelmed local police and peacekeepers, and ran wild. The peacekeepers tended to put priority on saving lives, not protecting property.
