  Despite promises from Libya to halt support for Chadian rebels, president Deby traveled to Libya to meet with Libyan Kadhafi. The main rebel group in northern Chad is from the Toubou tribe, members of which live on both sides of the border between Chad and Libya. Kadhafi has long taken a hands off approach to the Toubou operations in Chad in order to prevent Toubou unrest in Libya. Thus it is easier for Libya to say it will crack down on the Toubou than to actually do it.
