The Philippine navy has arrested 116 Chinese fishermen over the last week. The Chinese have increasingly been illegally operating in Filipino waters. In the past, the Chinese were fined and released, but this time the Filipinos, out of patience, are talking trials and prison. China has not made any military moves to oppose this, even though there are disputes who owns many small islands off the Philippines.
