The government's efforts to recruit a million informers, and thus vastly improve their information gathering capability, is showing some success. Masked informers are shown receiving cash rewards on television. But there is some fear that the informer network will become infiltrated by criminal or rebel groups. The rebels are also known to hunt down and murder informers. But such a massive new informer network, propelled by widespread disgust with the decades of violence, threatens to hurt the rebels badly.
