 A six month program to establish control of Arauca state, on the Venezuelan border, has failed. The state is being fought over by the two leftist rebel groups, and the rightist AUC, as well as government forces. The area is so violent, that many senior officials resign their positions and leave, fearing for their lives. In addition to the shootings, there have been 13 bombing attacks in the state so far this year.
