The government has come up with a new weapon to use against rebels. It now threatens to allow captured rebel leaders to be extradited to the United States if the rebels do not release some of their more prominent kidnap victims. Drug lords and rebels do not want to be sent to the United States for trial and imprisonment, because they have little chance of bribing their way out, and will have few visits from family.
