While kidnappings have sharply declined, because of increased police efforts to catch kidnappers, criminals have shifted to extortion. These crimes have increased nearly a quarter in the past year. The government is battling this as well, because Colombians returning from exile are the principal targets, and these returning Colombians, and their money, are a neccessary part of the economic revival the country has been experiencing.
