Things just got worse as two foreigners were kidnapped. One was a Russian contractor working for the UN, and the other a businessman from India. Apparently, ransom is being demanded. Kidnapping for ransom had been very rare in Haiti, especially when foreigners were involved. But if the ransom is paid, word will get around, more kidnappings will occur, and it will become much more difficult to do reconstruction, and provide relief aid, because of the new danger.
