Kidnapping for ransom, which are now running at 40-50 a week, have the nation terrified. Anyone with even the appearance of owning any assets is vulnerable. All of the criminal and political gangs are now into kidnapping, as it is seen as the easiest, and safest, way to raise cash. The police and peacekeepers are not doing much to go after the kidnapping gangs, saying they lack the manpower. The kidnapping threat is causing many businesses to shut down, as the owners and managers flee the country to escape the threat.
