In several incidents, troops killed ten rebels in Kashmir. Meanwhile, rebel groups discussed the government offer of a ceasefire and peace talks. The Mutihadda Jihad Council (MJC), the main rebel organization, has not refused the offer out of hand. However, the Hizbul Mujahideen (the largest of over a dozen rebel groups) has been expelled from the Council for agreeing to negotiate. The government is willing to give Kashmir more autonomy, but not full autonomy. That is an offer that appeals to some of the Kashmiri rebels.
