The Hizbul Mujahideen ended their peace talks with India because India would not allow Pakistan to be included in the negotiations. India refuses to negotiate with Pakistan over Kashmir until Pakistan halts it's support for Kashmiri rebels. The Hizbul Mujahideen have been active since 1989 and are thought to have 1,000 to 1,500 men under arms. The army fought several times with rebels, killing thirteen while losing three soldiers.
