India has offered to extend the Ramadan truce in Kashmir if there is some movement towards peace talks with the rebels. Many of the rebel groups are willing to negotiate, but many are also determined to include Pakistan in the talks. India refuses to talk to Pakistan until Pakistan stops providing bases for Kashmiri rebels. Pakistan cannot do this because the Kashmir rebellion is enormously popular among the general population.
