In Kashmir, Moslem rebels kidnapped at least a dozen Hindu civilians in the far north. Several may have been killed shortly thereafter. With this attack, the rebels appear to be switching targets from the Indian army towards the non-Moslem (Hindu, Sikh and others) civilians in Kashmir. The non-Moslems are not in favor of unification with Pakistan or independence for Kashmir. The Moslem rebels make no secret of their desire for a theocratic state using Sharia law. This approach tends to be tough on non-Moslems.
