On the Afghan border, Pakistani police and troops began arresting al Qaeda Arab fighters trying to enter Pakistan from Afghanistan. At least 31 were arrested today, including a French citizen. The Indian government accused the Pakistani ISI (Interservice Intelligence agency) of knowing in advance about the attack on the Indian Parliament.
