 The Guardians Council, a small group of religious leaders that Iran's constitution allows to censor any laws passed by parliament, continues to refuse to give up any of its power. Iranian democrats are becoming frustrated, a condition that could lead to civil war soon if there is not some compromise. Even the more moderate members of the Islamic religious establishment are discouraged.
