Secretary of State Albright has a plan to overthrow Saddam by providing the Iraqi National Congress with non-lethal military gear and money to run offices in London and the Middle East. Lethal military supplies would follow when the Iraqi National Congress shows that it has organized trained and disciplined bodies of volunteers.--Stephen V Cole
