Richard Butler, former head of the Special UN Commission on Iraq, has testified to the US Congress that Iraq has restarted its chemical, nuclear, biological, and missile weapons programs, but that without UN inspectors operating in the country it is impossible to tell what progress has been made.--Stephen V Cole
