US officials say that Iraq has given sanctuary to al Qaeda members. Interrogation of captured al Qaeda leaders revealed that Iraq had provided training for al Qaeda, particularly in the manufacture and use of chemical weapons. Chemical weapons manufacturing efforts were found in al Qaeda's Afghan camps. 

The US is reported to be preparing a military training program for Afghan refugees willing to join the fight to liberate Iraq. Some such training has apparently already taken place.
