Turkey is preparing 10,000 troops for duty as peacekeepers in Iraq. But first, parliament must approve. The inability of parliament to approve American use of Turkish territory during the war cost Turkey $15 billion in aid. The Turks thought they had the US over a barrel, and completely misread the situation. This might happen again.
