Negotiations continue between Israel and Palestinian officials, in an attempt to get peace talks started again. But Israel wants key terrorists arrested and the Palestinians are not willing to endure the violence among their people that this would entail. In the last three years, only nine conscientious objectors, out of 155 Israelis who sought exemption from military service, received exemption.
