Palestinian suicide bombings against Israeli civilians continue, with one today killing three Israeli civilians and wounding 30. The Israelis retaliate by bombing Palestinian government facilities (town halls and police facilities in Palestinian towns) which usually injure some nearby civilians. This pattern has not helped the Palestinians diplomatically, and as a result, Yasser Arafat's leadership is being threatened by other Palestinian leaders. Palestine is very dependent on the charity of others and without a good diplomatic image, the contributions decline. Arafat has shown himself unable to control Palestinian radicals, and unless the radicals can be controlled, no one can negotiate on behalf of the Palestinians.
