The court has temporarily blocked expulsion of family members to Gaza, but has not halted destruction of family homes. This program apparently is having some effect, with reports coming out of Palestinian areas of family's forcibly stopping members from engaging in suicide bombing missions. Such group punishments are quite ancient, but only really work when you have several generations of a family still living in the same house. This is still quite common in the Middle East.
