The European Union (EU) refused to add Hamas to their list of terrorist organizations. While admitting that Hamas has committed terrorist acts, the EU considers Hamas as consisting of two distinct parts; a political operation, and a military one. The EU has the military portion of Hamas on their terrorist list, but allows the political part to raise money and operate openly in Europe. The two parts of Hamas openly share all resources, including money raised in Europe.
The death toll for the fighting since September 2000 is now 3,437 (2,576, Palestinians and 800 Israelis).
