The killing goes on, with the death toll up to 3,492 (2,609 Palestinian, 820 Israelis). Israel is exasperated at the inability of the Palestinians to even form a negotiating team. Right now, the Palestinian radicals are driving Palestinian policy, and that policy is the destruction of Israel, nothing less. Yassir Arafat refuses to give up power, especially control over Palestinian finances. Arafat's control of this money has resulted in large sums disappearing because of corruption. Many Palestinians want this to stop, but no one on the Palestinian side can form a government that can clean things up. Thus a popular idea among Palestinians is for an army of foreign "peacekeepers" to come in and sort out things. However, Palestinians generally oppose that sort of thing in Iraq.
