Israeli counter-terrorism efforts continue to stop Palestinian terrorist actions. Although the Palestinian terrorist organizations say they have halted their operations while negotiations go on, this has not been the case. The negotiations are proceeding, with Israel threatening to unilaterally seal off it's version of the border and allow the low level state of war to continue. This would condemn the Palestinians to perpetual poverty.
