The 640 kilometer security fence is costing $2.5 million per kilometer. Some 95 percent of the security line is indeed a fence, plus a ditch to stop vehicles and a road for Israeli patrols and electronic sensors. Five percent of the line is a wall, complete with manned guard towers. But the fence has worked, forcing suicide bomb teams to try crossing into Israel via heavily patrolled areas or checkpoints. Hamas and other terrorist organizations have not slowed down their bombing campaign, they have just not been able to get their suicide bombers through. Worse, many of the personnel are being captured, interrogated and, in some cases, turned (into Israeli agents.)
