Although peace negotiations between the north and south have resumed, the north is still making demands and delaying complying with treaty terms. North Korea has delayed the building of two nuclear reactors, and demands additional compensation for those delays. There is more popular support in the south for a harder line with the north. Economic conditions in the north continue to slide, and it is felt that morale and loyalty in the north are deteriorating as well.
