North Korea remains defiant in developing nuclear weapons and missile technology, offering to stop only if the US negotiates directly with it. The US continues to refuse. Russia admits that, even during the Cold War, North Korea did what it wanted without consulting Russia. Only China was something of an ally, and even then, China would often be ignored.
