Abdul Qadeer Khan, the Pakistani scientist who sold nuclear weapons technology to many other countries, said that he had, in 1999, visited an underground North Korean nuclear weapons plant and seen three completed nuclear bombs. It is uncertain if Khan, whose specialty is metallurgy, would recognize a workable bomb.
