North Koreans are throwing around a number when discussing what it will cost to get their nuclear weapons program stopped. It's $10 billion, which would be paid in the form of oil, nuclear power plants and other goods. America would also be expected to admit that any problems North Korea has had with its economy, it's  the United States fault.
