The Turkish government, responding to criticism from Kurd political groups, says it estimates that at least 2,000 PKK rebels can receive "outright pardon" under the government's proposed amnesty offer. The Turkish government now says there are 4,500 active PKK rebels (down from the 5000 figure usually used). A subsequent report said that a number of "former PKK" rebels had applied or said they would apply for the amnesty. No figure was given and the report suggested the comments were anecdotal.
