After two days of peace negotiations, the government and civic groups (but not the LURD rebels) agreed that a ceasefire would be a swell idea. Disarmament and an end to fighting was not agreed on. There was a call for an end to tribalism, but not for an end to dictatorship and corrupt government. While everyone is tired of the fighting, not everyone is willing to clean up the government and stop the army from being a bunch of uniformed bandits (troops are often not paid for months and turn to looting to support themselves.)
