The recent fighting with LURD rebels has created some 350,000 refugees inside the country. Because LURD tends to spend more time looting and abusing civilians, than fighting, they have created more refugees. Civilians will flee at the hint of LURD moving in their direction. Aid organizations have had a hard time getting aid to many of the refugees, as LURD (and sometimes the army) will loot aid supplies and rob aid workers. Army troops have also been caught looting villages abandoned by fleeing refugees.
