However, it's unlikely anyone controls these armed bands, other than money and the prospect of loot. According to the Liberian government, Ivory Coast officials encouraged the Liberian mercenaries to go raid into Liberia. This seems a perfectly reasonable strategy for anyone from Ivory Coast.
